Regene Regetta is once described as "a weird one" by his comrades. They know something is different about him, but they can't figure out just what it is. Content to let them think what they want, he doesn't often let on what it is he's up to. He appears frivolous and lazy, often found lounging on couches instead of physically piloting a mobile suit like his fellow Innovades. His purpose is different from the rest and he must keep it hidden.
One of his major motivations is to reunite with Tieria and to guide humanity together with him as intended. Even though things do not initially pan out as he had hoped, he is proud of Tieria for taking a stand and defending the true plan. Since Celestial Being recruited Tieria, they were never able to bond. Regene can only watch while he has no idea of his existence until he reveals himself. It bothers him that according to Ribbons' version of the plan, Tieria should have died after the first stage, so he does everything he can to help him. When he first meets with Tieria, he chooses to explain their true purpose telepathically, despite standing right in front of him. The intention is to emphasize the connection they share as code-twins, even when the reaction he gets is a less than receptive gun to the face. He appeals to Tieria's sense of purpose to get him on his side, implying that he is going against the plan if he continues the way he is. He knows the buttons to push to get an emotional reaction, but is not too aggressive about it and leaves him time to think about it. He desires for them to guide humanity together. Later when he becomes part of the supercomputer Veda along with him, effectively getting his wish, he gains a true understanding of the plan and their part in it.
Ribbons, his fellow Innovator and leader, is a source of frustration for him. They don't agree on how to interpret the plan involving humanity's unification, but he has little power to do anything about it. He knows that he's withholding information and hoarding high-level access to the supercomputer Veda all to himself. Ribbons won't listen to his advice, so he must take things into his own hands and do whatever he can manage. He isn't a follower and makes that much clear, occasionally questioning his decisions and expressing annoyance at those who are loyal. In his opinion he would make a better leader. He is also the first to notice Setsuna's true potential and watches with admiration as he evolves to the next stage of humanity, seeing him and not Ribbons as the future.
His demeanor is calm and self-assured, able to take insults in stride and generally not getting outwardly emotional. Sometimes he gently provokes others for his own amusement. When he loses his composure, he reveals a side of himself blinded by hubris. If he agrees with Ribbons on one thing it's that Innovators are superior beings and it's necessary for them to guide humanity to prevent its destruction. Yet even Ribbons comments that he's been taken over by his ambition, and it has to the point of causing Regene to underestimate him, a mistake that costs him his life.
He pays close attention to current events and knows a lot about the people he's working with and against, as well as how to use that information most effectively. From his observations, he is able to make insightful speculations. Unfortunately he is often seen as a nuisance and ignored such as when he implies that the enemy's new weapon might be a threat. His dismay shows in his expression only briefly when Ribbons dismisses him so casually. He smiles to himself when they find out he was right all along. For anything he can’t do himself he finds allies with similar interests. Regardless of how he really feels about them, he remains on good terms. What freedom he is allowed he makes use of to obtain and dispense information where it is needed, and influence events the way he feels they should go. His determination to continue doing what he needs to do even in the face of threats is what eventually leads him to success.
